Libraries have always been at the heart of our communities—places of welcome, learning, connection, creativity, and support.
While the role of libraries continues to evolve, recent years have brought significant changes in how people use and engage with them.
In recent years our libraries have adapted and evolved, particularly with the introduction of community managed libraries which support local groups and community needs. Nonetheless we have seen a decline in physical visits and book borrowing compared to pre-COVID levels.
At the same time, e-lending and digital engagement are on the rise, reflecting how people access information and services.
We believe libraries must continue to evolve to meet the changing needs of our communities.
That’s why we’re inviting you to share your ideas, experiences, and aspirations for the future of the library service.

Staffordshire County Council is inviting residents to help shape the future of its 43 libraries - not just as places to borrow books, but as vibrant, inclusive community hubs that reflect the needs and aspirations of local people.
Libraries across Staffordshire already offer far more than books. From creative workshops and youth programmes to arts events, digital support, in-house cafés, and community groups, they are evolving into welcoming spaces for learning, wellbeing, connections, and enterprise. Some even provide help with everyday tasks like paying bills, accessing public services, and developing digital skills.
Now, we want to hear from you. What services or activities would you like to see more of? What's missing that could make your local library even more useful? What existing services work well and could be built upon?
This consultation also explores how opening hours can better suit modern lifestyles and how libraries can support and engage volunteers to help deliver a broader range of services and activities. Whether you're a regular visitor or haven't stepped inside a library in years, your views will help shape the future of these vital community spaces.
